We are regularly instructed by international oil companies, oil services companies, power generation companies and project developers to advise on the Libyan law aspects of investing, structuring, managing and divesting from projects and concessions in Libya.

We are sector agnostic and have wide experience in project development in the oil and gas sector, housing and infrastructure, real estate development and tourism sectors.

We have acted on large scale and landmark projects, contracted through the Administrative Contracts Regulations, local standard form contracts, on an EPC, BOT and cost-plus basis. We also have the ability to advise on the implementation of PPP’s in Libya, having previously drafted a PPP law to create the statutory regime for this project delivery platform.


Highlights of our experience include

  • The Waha partners on the extension of the term of their concession and re-entry to Libya following lifting of US sanctions in 2004.

  • A major international private equity group in respect of its bid and negotiations for the development of an oil and gas hub in Libya.

  • A Libyan sovereign wealth fund in drafting a PPP law and advising on the establishment of a $200m fund for development of Libyan SME's.

  • Bechtel Inc. - a multi-billion dollar cost-plus construction contract for the construction of a deep water container port in Libya. Representation involved extensive due diligence on Libyan laws relating to contractors liabilities and the Administrative Contracts Regulations, drafting of the construction contract and negotiations with the Libyan Maritime Transport Authority.
